The RAYS Act amends the Elementary and Secondary Education Act of 1965 to mandate that local educational agencies include contact information for the 988 Suicide and Crisis Lifeline and the Crisis Text Line on student identification cards. If these services become unavailable, the Secretary of Education may designate alternative services. Local educational agencies may also include additional mental health resources on ID cards. The bill requires outreach campaigns to inform students, parents, and school personnel about these resources.
