Prohibits the use of funds for military force in or against Venezuela until Congress declares war or specific authorization is enacted.

This bill prohibits the use of funds for military force in or against Venezuela until Congress declares war or specific authorization is enacted. The prohibition does not apply if the use of force is consistent with the War Powers Resolution. The restriction is in effect from the date of enactment until December 31, 2026.
