The SATOS Act of 2025 establishes a program to provide grants and loans to eligible entities for constructing, expanding, or renovating facilities in rural areas for animal shelters, adoption centers, veterinary care clinics, spay and neuter clinics, animal control operations, or emergency shelters. The Secretary of Agriculture will finalize a rule within 180 days and begin providing grants and loans within a year. Grants may not exceed 75% of the facility's cost, with a greater Federal share for communities with lower population or income levels.
