The Justice for the Living Victims of Lockerbie Act establishes a trust fund to compensate U.S. victims of Libyan State-sponsored terrorism. The fund, named the Living Victims of Lockerbie Claims Trust Fund, will be managed by the Secretary of the Treasury. The Foreign Claims Settlement Commission will determine eligibility for compensation. Eligible individuals must be U.S. persons, 45 years or older on December 3, 1991, employed by Pan American World Airways on that date, named claimants in Abbott et al. v. Socialist People’s Libyan Arab Jamahiriya, and alive on August 14, 2008.
