Establishes compensation for U.S. victims of Libyan State-sponsored terrorism through the Living Victims of Lockerbie Claims Trust Fund.

The Justice for the Living Victims of Lockerbie Act establishes a trust fund for compensation of U.S. victims of Libyan State-sponsored terrorism. The Foreign Claims Settlement Commission will oversee the process of filing claims, determining eligibility, and certifying claims for payment. Eligible claimants must be U.S. persons who were 45 years or older on December 3, 1991, employed by Pan American World Airways on that date, named claimants in Abbott et al. v. Socialist People’s Libyan Arab Jamahiriya, and alive on August 14, 2008.
