Modifies appointment processes for Librarian of Congress, Comptroller General, and Director of the Government Publishing Office.

This bill changes how the Librarian of Congress, the Comptroller General, and the Director of the Government Publishing Office are appointed. The Librarian of Congress will be appointed for a 10-year term by a concurrent resolution of Congress, selected by a commission. The Comptroller General will also be appointed by a concurrent resolution of Congress, chosen by a commission. The Director of the Government Publishing Office will be appointed by a concurrent resolution of Congress, selected by a commission.
