Amends the Homeland Security Act of 2002 and other laws to improve preparedness, transit, and port security grant programs. Requires the Department of Homeland Security to make notices of funding opportunities publicly available within 60 days of enactment and allow eligible recipients 30 days to submit applications. Establishes a minimum 54-month period for the use of grant funds. Includes conforming amendments to ensure consistency across related sections.
