The Air Permitting Improvements to Protect National Security Act of 2025 amends the Clean Air Act to allow new or modified major stationary sources that are advanced manufacturing facilities or critical mineral facilities to offset emissions through alternative or innovative means. The permitting authority of a state must allow these facilities to offset emissions if they demonstrate they have used all reasonable means to obtain and utilize offsets and if all available offsets are being used.
