The Cutting COSTS Act of 2025 directs the Secretary of Agriculture to establish a program for making payments to covered producers for the cost of carrying out GAP audits. The program targets small farmers with an average adjusted gross income of less than $350,000 annually or beginning farmers and ranchers. The Secretary must report annually on the program's activities, including the number of producers receiving payments and the impact on market access to retail food stores. The authority to make these payments expires five years after the enactment of the Act.
