Exempts certain housing assistance for rural infill sites from NEPA requirements.

The Rural Housing Regulatory Relief Act exempts certain housing assistance for the construction or modification of residential housing on infill sites from the requirements of the National Environmental Policy Act (NEPA). This includes assistance provided under specific sections of the Housing Act of 1949. The exemption does not apply to sites served only by roads, those in high-risk areas for natural disasters, or undeveloped "greenfield" sites. The Secretary of Agriculture must report to Congress on the effects of this exemption five years after enactment.
