This includes assistance provided under specific sections of the Housing Act of 1949. The exemption does not apply to sites served only by roads, those in high-risk areas for natural disasters, or undeveloped "greenfield" sites. The Secretary of Agriculture must report to Congress on the effects of this exemption five years after enactment.
