The Floodplain Enhancement and Recovery Act amends the Homeowner Flood Insurance Affordability Act of 2014 to allow communities to permit ecosystem restoration projects within adopted regulatory floodways that increase base flood elevations. These projects must not increase water surface elevation by more than 1 foot and must not impact insurable structures or critical infrastructure. The bill exempts requests for flood insurance rate map changes based on these projects from fees and requires the Federal Emergency Management Agency to issue guidance within 180 days of enactment.
