The NEST Act amends title V of the Social Security Act to include the purchase, acquisition, and distribution of newborn supply kits as a special project of regional and national significance. The kits include essential goods for mothers and newborns, such as diapers, wipes, blankets, and educational materials. The Secretary of Health and Human Services may reserve funds for these kits and must report on their distribution and impact. The distribution must prioritize areas with the greatest need and low-income families.
