Affirms a collective bargaining agreement for VA employees and nullifies certain executive orders.

The VA Care and Benefits Accountability Act affirms any collective bargaining agreement in effect on March 26, 2025, between the Department of Veterans Affairs and any labor organization that was an exclusive representative of federal employees. It also nullifies Executive Order 14251 and Executive Order 14343, which relate to exclusions from federal labor-management relations programs. These executive orders have no force or effect, and no federal funds may be used to carry them out with regards to the Department of Veterans Affairs.
