The Withhold Member Pay During Shutdowns Act mandates a reduction in the annual pay of Members of Congress if a government shutdown occurs during a year. Specifically, if a shutdown happens during any day of a pay period, the payroll administrator of each House of Congress must withhold an amount equal to one day's pay for each 24-hour period the shutdown lasts. These withheld amounts are deposited into an escrow account. The withheld pay will be released to Members of Congress at the end of the Congress to ensure compliance with the 27th Amendment.
