FEMA Operations Continuity Act of 2025 authorizes FEMA to continue disaster relief operations during a lapse in appropriations.

The FEMA Operations Continuity Act of 2025 allows the Federal Emergency Management Agency to continue disaster relief, recovery, and mitigation operations funded through the Disaster Relief Fund even if there is a lapse in appropriations. It ensures that all unobligated balances in the Disaster Relief Fund remain available for expenditure and prohibits the withholding, sequestering, or reprogramming of these funds, except as necessary to comply with the Anti-Deficiency Act.
