The Federal Employees Civil Relief Act aims to protect federal employees and contractors from certain civil liabilities during a government shutdown or a breach of the statutory debt limit. It prohibits the enforcement of student loan defaults, foreclosures, evictions, and garnishments without a court order if the federal worker is furloughed or working without pay. The act also allows federal workers to apply for court-ordered stays or deferments on rent, mortgage, tax, fine, penalty, insurance premium, and student loan repayments.
