Incentivize Savings Act proposes rules for unexpended federal agency appropriations.

The Incentivize Savings Act proposes special rules for federal agency budgets and bonuses. If a federal agency does not expend funds appropriated for a definite period, 49% of the funds remain available for an additional fiscal year, 49% are used for payments on the public debt, and 2% are used for retention bonuses. Any remaining funds after bonuses are also used for debt payments. The act also limits retention bonuses to 10% of an employee's basic pay.
