The HEAL Act, or Heroes Earned Affordable Lifts Act, amends title 38 of the United States Code to enhance payments for transporting veterans to Department of Veterans Affairs facilities. It sets the mileage rate for such transportation to match that of a privately owned automobile when no government vehicle is available. The bill also prohibits the Department from requiring deductibles for travel related to examination, treatment, or care.
