Requires timely publication of regulations and guidance for national air quality standards.

Requires the Environmental Protection Agency to publish regulations and guidance for national air quality standards concurrently with any final rule establishing or revising such standards. Specifies that the 2024 Primary Annual Particulate Matter2.5 Standard will not apply to preconstruction permit applications if certain conditions are met. Ensures that the obligation to install best available control technology and lowest achievable emission rate technology remains in place and does not limit state, local, or tribal authorities to impose stricter emissions requirements.
