The Baseload Reliability Protection Act amends the Federal Power Act to prohibit the retirement or conversion of fuel sources for baseload electric generating units in areas at elevated or high risk of electricity supply shortfalls. These areas are served by Regional Transmission Organizations or Independent System Operators and are identified by the North American Electric Reliability Corporation. Operators or owners of such units can petition for exemptions if retirement or conversion would hinder the reliable operation of the bulk-power system.
