The SKIM Act, or Stopping Klepto-card and Identity Misuse Act, requires the United States Sentencing Commission to revise sentencing guidelines for fraud involving counterfeit access devices. It increases the baseline sentencing level by four levels and mandates a minimum level 14 offense if the resulting offense level is less than that. The Act also requires the Attorney General, in coordination with the Secretary of Homeland Security, to submit a report to Congress detailing coordinated efforts to prevent, investigate, prosecute, and sentence fraud offenses involving access devices.
