The Election Results Accountability Act amends the Help America Vote Act of 2002 to set deadlines for states to count ballots and certify results of federal elections. States must count at least 90% of ballots within 72 hours of polls closing and certify results within two weeks. Exceptions apply for bona fide emergencies, technical difficulties, and new election procedures. Non-compliant states may lose election administration funds unless they submit a compliance plan and receive certification from the Election Assistance Commission and the Attorney General.
