The FAIR Act of 2025 amends the Social Security Act to require hospitals with approved medical residency training programs to submit specific information to the Secretary of Health and Human Services. This includes the number of applicants from osteopathic and allopathic medical schools, the number accepted, and an affirmation that the hospital considers applicants from both types of schools. Non-compliance will result in a 2% reduction in Medicare payments starting from October 1, 2026.
