The A-PLUS Act, or Amplifying Processing of Livestock in the United States Act, directs the Secretary of Agriculture to revise regulations to allow market agencies to have an ownership interest in, finance, or participate in the management or operation of a packer, provided the packer's slaughter capacity is below specified limits. For cattle and sheep, the packer must have a daily slaughter capacity of less than 2,000 animals or an annual capacity of less than 700,000 animals. For hogs, the limits are less than 10,000 animals per day or 3,000,000 animals per year.
