Streamlines oil and gas permitting process for non-Federal surface estate under certain conditions.
The Bureau of Land Management Mineral Spacing Act amends the Mineral Leasing Act to streamline the oil and gas permitting process. It allows operators to conduct oil and gas exploration and production activities on non-Federal surface estate without a Federal drilling permit if the U.S. holds less than 50% of the subsurface mineral estate and the operator submits a State permit. These activities are exempt from major Federal action under the National Environmental Policy Act and do not require additional Federal action.
