Federal Retirement Fairness Act allows creditable service for temporary federal employees serving after 1988.

The Federal Retirement Fairness Act amends title 5, United States Code, to allow civilian service in temporary positions after December 31, 1988, to count as creditable service under the Federal Employees Retirement System. This applies to temporary employees of the United States Postal Service and Members. The Director of the Office of Personnel Management must notify eligible employees and Members and promulgate regulations to implement this change.
