Establishes the Office of Public Safety Communications within the National Telecommunications and Information Administration.

The Public Safety Communications Act amends the National Telecommunications and Information Administration Organization Act to establish the Office of Public Safety Communications within the NTIA. The head of the Office, the Associate Administrator for Public Safety Communications, is a career position in the Senior Executive Service. The Associate Administrator manages the First Responder Network Authority, communicates public safety communications policies, and oversees the duties of the First Responder Network Authority.
