Amends veterans' educational assistance programs to modify criteria for independent study programs and update notification procedures.
Amends title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs. Requires the Secretary of Veterans Affairs to provide notice to all school certifying officials of updates to the school certifying official handbook within 14 business days. Extends certain limits on payments of pension.
