The Prove It Act amends title 5, United States Code, to require greater transparency for federal regulatory decisions that impact small businesses. It allows small entities to petition the Chief Counsel for Advocacy of the Small Business Administration to review a certification that a proposed rule will not have a significant economic impact on a substantial number of small entities. The Chief Counsel must conduct a prima facie review and, if necessary, a full review of the certification.
