Disaster Resiliency and Coverage Act of 2025 establishes a mitigation program for individual households in high-risk disaster areas.

The Disaster Resiliency and Coverage Act of 2025 amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the President to establish a program providing grants to States and Indian tribal governments for pre-disaster mitigation activities on individual residential households at risk of major disasters. The President must consult with various stakeholders, including insurance regulators and industry experts, to determine eligible mitigation activities and establish standards.
