Establishes penalties for investor-owned electric utilities failing to meet state performance targets.
The Utility Accountability Act mandates that state regulatory authorities annually certify to the Secretary of Energy whether investor-owned electric utilities meet state performance standards. If a utility fails to meet these standards, the Secretary must order the state regulatory authority to direct the utility to provide annual bill credits to residential customers. The amount of these credits starts at $100 the first year and increases by $100 each subsequent year. Additionally, the Secretary can withhold assistance from state regulatory authorities that do not comply with these orders.
