Amends the Homeland Security Act of 2002 to protect biotechnology and biomanufacturing infrastructure.

The bill amends the Homeland Security Act of 2002 to enhance the protection of biotechnology and biomanufacturing infrastructure. It tasks the Cybersecurity and Infrastructure Security Agency (CISA) with creating a work plan for safeguarding these sectors. The plan must identify stakeholders, develop outreach and action plans, and update strategic plans by September 30, 2027. The Director of CISA must also submit reports to Congress on the implementation of the work plan and on any unprotected critical biotechnology areas.
