Amends the Clean Air Act to charge owners or operators of data centers for electricity consumption.

The bill amends the Clean Air Act to require the Environmental Protection Agency to impose and collect a charge on the total annual electricity consumption by certain facilities. The charge is calculated based on the greenhouse gas emissions associated with the electricity consumed by the facility.
