Amends the Higher Education Act to include prior learning assessment costs in college cost of attendance.

The Credit for Prior Learning Act amends the Higher Education Act of 1965 to include costs for prior learning assessments in the calculation of cost of attendance for students. It defines "eligible credit for prior learning assessment" as evaluations of knowledge or skills learned outside of higher education institutions. The bill also mandates transparency in college tuition for consumers by requiring institutions to report the number of students receiving credit for prior learning, disaggregated by race, income, and Pell Grant status.
