It mandates the Secretary of State to submit a strategy to Congress on Serbia's alignment with NATO and the European Union, its ties with Russia and China, and its commitment to democratic reforms. The Act also requires the Secretary to certify that certain issues, including Serbia's relations with Russia, China, and Iran, and the conduct of free and fair elections, will be addressed in the U.S.-Serbia Strategic Dialogue.
