The bill establishes a Fortified Roof revolving loan fund to assist State agencies in making grants for the installation of Fortified Roofs, Fortified Homes, or Wildfire Prepared Homes. The Federal Emergency Management Agency (FEMA) can make capitalization grants to eligible entities for the establishment of these funds. State agencies receiving a loan from the fund must establish a homeowner grant program for the installation of Fortified Roofs or improvements to meet Fortified Home or Wildfire Prepared Home designations.
