The Heritage Legacy Act authorizes the Secretary of Education to award grants to Historically Black Colleges or Universities (HBCUs) to provide scholarships to students who are descendants of individuals who were enslaved in the United States. The amount of the grant is equal to the annual tuition charged to all qualified students at the HBCU. To qualify, students must be enrolled full-time at an HBCU and provide documentation proving they are descendants of enslaved individuals.
