The Increasing Opportunity For Reindustrialization Act amends the Internal Revenue Code to permit certain population census tracts containing former military installations to be designated as qualified opportunity zones. This change exempts these areas from low-income community requirements and increases the number of zones a state can designate. The amendments apply to areas designated after the enactment of this Act.
