Proposing a constitutional amendment to limit the President's pardon power by requiring congressional approval.

This bill proposes an amendment to the U.S. Constitution to limit the President's pardon power. It mandates that any reprieve or pardon becomes effective only 90 days after the President notifies Congress. Congress can then introduce and pass a bill to nullify the pardon within 60 days by a two-thirds vote. If not nullified, the pardon stands. The President cannot pardon offenses previously nullified by Congress. The amendment requires ratification by three-fourths of state legislatures.
