Allows veterans to request a second opinion after receiving health care from the Department of Veterans Affairs.
The Gene Murphy Veterans’ Bill of Rights Act of 2026 mandates that the Secretary of Veterans Affairs must allow any veteran receiving health care under VA laws to request a second opinion. Upon such a request, the Secretary must provide a referral to another VA health care provider or a non-VA community provider, including under the Veterans Community Care Program. All costs associated with providing this second opinion will be borne by the Department.
