The Debt-Free College Act of 2026 establishes State-Federal partnerships to provide students the opportunity to attain higher education at in-State public institutions of higher education without debt. The Act authorizes appropriations for fiscal years 2027 through 2036 to fund these partnerships. States participating in the partnership must maintain net State operating support for higher education and submit a 5-year plan for achieving the goals of the partnership. The Act also extends Federal Pell Grant eligibility to DREAMer students, defined as individuals who entered the U.S.
