The 21st Century Dyslexia Act amends the Individuals with Disabilities Education Act to include dyslexia as a specific learning disability. It defines dyslexia as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing of spoken language. The Act also mandates that local educational agencies provide equal access to accommodations and services for eligible children, including those from low-income families, families with low socioeconomic status, and limited English proficient.
