Requires the Secretary of Veterans Affairs to implement this electronic process within two years, establish guidelines within 90 days, and develop a plan to integrate VA provider scheduling into the system. The Secretary must also conduct outreach to encourage non-VA providers to participate, implement a training program for schedulers, and submit reports and benchmarks to Congress.
