Amends the Federal Food, Drug, and Cosmetic Act to regulate zootechnical animal food substances.
The Innovative Feed Enhancement and Economic Development Act of 2025 amends the Federal Food, Drug, and Cosmetic Act to define "zootechnical animal food substance" as a substance added to animal food or water to affect digestion, reduce pathogens, or alter body function. It excludes substances used for diagnosing, treating, or preventing animal diseases, hormones, and those excluded by the Secretary. The bill requires labeling to state that these substances are not for use in treating animal diseases.
