Limits district court authority to issue injunctive relief, except for cases involving multiple states in different circuits.
Amends title 28 of the United States Code to restrict district courts from issuing injunctive relief, except when two or more states in different circuits challenge an executive branch action. In such cases, a three-judge panel, selected randomly, can issue an injunction. Appeals of such injunctions can go to the circuit court or the Supreme Court. This change aims to preserve the constitutional separation of powers.
