Connecticut SB00317 revises the assessment for solid waste processed at resource recovery facilities. It sets a $1 per ton fee for solid waste processed at these facilities from October 1, 1987, until September 30, 2003, and increases the fee to $1.50 per ton for quarters starting October 1, 2003. However, facilities in Hartford County with populations between 61,000 and 64,000 are exempt from this fee from July 1, 2026, to June 30, 3031. Owners must submit quarterly returns to the Commissioner of Revenue Services.
