Connecticut SB00266 modifies the allocation of funds from the Early Childhood Education Endowment, prohibiting the Commissioner of Early Childhood from releasing these funds to early care and education programs backed by private equity. This applies to programs receiving financial assistance under Early Start CT, participating in the quality improvement system, and involved in the Child and Adult Care Food Program, unless they have a waiver from the Commissioner or are public school preschool programs offering free or reduced-priced lunches. The changes take effect July 1, 2026.
