Limits access of private equity to funds from the Early Childhood Education Endowment.
Revises the allocation of funds from the Early Childhood Education Endowment to prioritize child care service providers not backed by private equity. Effective July 1, 2026, the Commissioner of Early Childhood may only expend funds to programs receiving financial assistance under Early Start CT, participating in the quality improvement system, and in the Child and Adult Care Food Program, unless they have a waiver or are public school preschool programs offering free or reduced priced lunches.
