Connecticut SB00263 creates a program administered by the Department of Energy and Environmental Protection to offer free annual swimming lessons to eligible youth. Eligible participants are individuals under seventeen years of age who reside in a qualified census tract, are eligible for the supplemental nutrition assistance program, or are eligible for the federal Special Supplemental Food Program for Women, Infants and Children. The program will be operational by May 1, 2027, and the department may contract with nonprofit entities to provide the swimming lessons.
