The bill establishes the Kirklyn M. Kerr program at the University of Connecticut to support the veterinary medicine education of up to ten veterinary students per cohort. Each cohort is funded for a four-year period. The program provides grants to state residents attending veterinary graduate school, covering the difference between in-state and out-of-state tuition. Grant recipients also receive medications and other supplies. The program is funded by a dedicated account receiving tax revenues. The bill takes effect on July 1, 2026.
